Taipei City Park Management Ordinance
The following activities are prohibited in parks under the provisions of Article 11 of the Taipei City Park Management Ordinance.
- Smoking in no-smoking areas and casually discarding fruit peel, scraps of paper, cigarette butts, or other waste.
- Swimming, bathing, washing, netting, fishing, spearing fish, boating, operating remote control equipment, other recreational equipment, or engaging in behavior that pollutes and poisons water or harms animals and plants. However, this does not apply to boating and fishing in designated areas as announced by the city government.
- Drying clothing or other articles outside.
- Driving without permission or parking vehicles not in accordance with city government announcements.
- Planting fruit, vegetables, flowers, trees, and other plants without authorization.
- Placing tables, chairs, boxes, cabinets, shelves, and other items without authorization, or placing items that obstruct others from utilizing the venue.
- Failure to utilize facilities in accordance with regulations in a way that may present safety hazards.
- Engaging in cycling, skating, in-line skating, scootering, golf, or other activities that pose safety risks outside of designated areas.
- Bringing aggressive animals into the park without being accompanied by an adult and without taking appropriate protective measures; or bringing non-aggressive animals into the park without taking appropriate protective measures.
- Painting graffiti, planting flags, hanging or posting items on park facilities without permission.
- Casually urinating, defecating, or other improper behavior.
- Selling items, renting recreational equipment, or engaging in other profit-making activities without permission.
- Damaging park facilities or digging up soil, stones, turf without authorization, dumping surplus soil, damaging the landscape, etc.
- Lighting fires, staying overnight, setting off firecrackers and fireworks, or erecting shelters or tents without following the announcement of the city government or without permission. However, this does not apply to shelters and tents for short-term leisure use that are not fixed and can be erected and dismantled quickly and do not affect the original functions of the venue.
- Being noisy or making noise, disturbing public peace.
- Drinking or fighting, violating public order.
- Obstructing public decency or gambling.
- Carrying hazardous things.
- Feeding birds and animals not managed by the owner or abandoned (including released) animals.
- Other matters that violate the prohibitions or restrictions announced by the city government.
The vehicles mentioned in Subparagraph 4 of the preceding paragraph refer to powered vehicles other than slow vehicles as stipulated in Subparagraph 8, Article 3 of the Road Traffic Management and Penalty Act.
Aggressive animals and appropriate protective measures specified in Subparagraph 9 of Paragraph 1 of shall be announced by the city government.
Anyone who violates the provisions of Paragraph 1 and causes damage to park facilities shall be liable for damages.
Punitive Provisions
- Anyone who violates the provisions of Subparagraph 9 of Paragraph 1 of Article 11 by bringing an aggressive animal into a park without an adult accompanying or without taking appropriate protective measures shall be fined not less than NT$20,000 to NT$100,000.
- In any of the following circumstances, the perpetrator shall be fined NT$2,000 to NT$10,000:
- Violation of Subparagraph 1 of Paragraph 1 of Article 11 by smoking in a no-smoking area or the provisions of Subparagraph 8.
- Violation of the provisions of Subparagraph 9 of Paragraph 1 of Article 11 by bringing non-aggressive animals into a park without taking appropriate protective measures.
- Violators of the provisions in Subparagraphs 1-7, 10-15, 19, or 20 of Paragraph 1 of Article 11 shall be subject to a fine of NT$1,200 to NT$6,000.
- Those who violate the provisions of Subparagraph 13 of Paragraph 1 of Article 11 and damage park facilities that are trees shall, in addition to being punished in accordance with the provisions of the preceding Paragraph, shall pay compensation according to the standards set by the Taipei City Regulations Governing the Management and Maintenance of Roadside Trees. However, if the damaged trees are protected trees, they should be dealt with in accordance with the Taipei City Management Ordinance for Tree Protection.
- For violation of the provisions of Subparagraphs 3, 5 or 6 of Paragraph 1 of Article 11, in addition to being punished in accordance with Paragraph 1, if the perpetrator fails to clean up immediately after being ordered to do so or the perpetrator is unknown, the management agency shall clean up directly.
- Anyone who violates the provisions of Subparagraphs 16 to 18 of Paragraph 1 of Article 11 shall be transferred to a city police agency for handling according to law.
